416b499670 [nginx-proxy] remove trailing spaces from PROXY_PORT_MAP 
this plugin used to rely on the fact that config
supressed trailing spaces

dc90a889d7 [config] add config:set --encoded (base64) 
You can now set b64encoded values. They are
stored decoded, this is so dokku over ssh can set
odd config values
```
config:set --encoded KEY=BASE_64_VALUE
```

got rid of nonstandard escaping/quoting so that
the disk file is a strict subset of valid bash exports

294d4b1f29 [config] first cut of config rewritten in golang 
still to do:
* Rework disk format to be okay with quotes
* Fix Dockerfile deployments
* Dedup code in the subcommands
* Add --encode
* Add deploytests for the new stuff
* Restore some log messages (should I make some helpers in common?)
* Restore some functions that may be used by 3d-party plugins

3d785360e1 fix: Check the location of nginx in a central way 
- Now there's only a "single source of truth" for the location of the nginx
  binary.
- It is checked if it's there before it's needed.
