618158a0f3 refactor: deprecate the --rm and --rm-container flags 
These flags are not commonly invoked by users, causing issues when cleaning up old containers. Rather than instruct users to use some random flag, just change the default to what is likely to be more common.

4022ebd31c refactor: allow missing project.toml 
We should treat the project.toml as an optional file, as is the Procfile. Additionally, moving the file into place early will ensure there is no chance of selecting the wrong file.

267cc3fd54 fix: respect custom networks when computing the container ip 
We also change the inspect format to support network names with non alphanumeric characters. See https://github.com/moby/moby/issues/35886 for details.

8d26d06f5e feat: allow all network properties to be globally set 
Global settings are cool if managed in a standard way (ugh env vars) so we'll add them back for golang plugins as necessary.

bf7d6f40ce refactor: schedule a retire as early as possible 
Rather than wait for all containers to come up successfully, immediately schedule a retirement of the old container. We'll still perform a disown'd removal after a successful deploy, but we _also_ schedule a retirement when:

- the new container is run successfully, before we update the container id file
- the new container fails and we run the kill_new command (the schedule is there to ensure removal if the container removal commands fail)
