172779f3d6 feat: recache bash-completion output whenever actions are taken on plugins 
While this slows down those actions, it ensures we never have out of date information.

75ea7862cc feat: prime the bash-completion output 
While not ideal, users can manually update the completion-cache by reconfiguring the installed package, or updating Dokku.

6ea86f2714 feat: create bash-completion file 
This only completes the command names - not any arguments - and also relies on a completion cache as the response from Dokku for help output can be slow.

970b6806c7 fix: do not output error message twice 
It was output twice because stderr is not silenced and `get_running_image_tag` was called _before_ `verify_app_name`.

1dfa02924d feat: Add the ability to ignore existing applications during a git clone 
This makes it possible to create cloned apps if and only if they haven't already been created - a useful feature for review apps.

e6762f2439 feat: allow users to override the reported app url 
This is useful in cases where the app url has some "interesting" structure - such as a subdomain or scheme change - for a specific installation.

In some cases, we might miss pull requests where there is more than one 'type' label, causing that pull request to be omitted from the history. This change ensures we always include pull requests in the change log

13bd5864b3 Add DOKKU_ROOT_ON_HOST variable 
This is to be used in place of `DOKKU_ROOT` when we need to refer to a
path on the system where the Docker daemon is being run; if `dokku` is
running in a container this may be different from the regular
`DOKKU_ROOT`.
