aa49df4fe4 fix: do not attempt to attach a network to a container that already has it 
This avoids issues when scaling unrelated process types or if the user has specified the same network at different phases.

Closes #5352

3245a8d322 fix: add docker-compose-plugin to debian packaging 
This might break installation on github actions - which only uses moby-engine - but we'll see as soon as CI runs since the install will fail.
