a1c768b9b3 refactor: drop web installer in favor of setup via cli 
This makes the installation a bit more secure by ensuring a user does not accidentally expose a way for unauthorized users to add new ssh keys to the system.

Additionally, this removes the extra HOSTNAME file to make the initial install process easier (that file was not modifiable by any dokku commands.

f98e7702fb feat: implement heroku's postdeploy deployment task 
This occurs during the postdeploy on the first deploy of an app, mimicking heroku. It currently happens _after_ the `postdeploy` and `release` deploy tasks.

812e34c6f5 feat: properly export env vars for cnb apps 
They are not baked into the image like they are for herokuish, so we need to manually set them via --env. Additionally, due to newline constraints in docker, we need to use `--env=key` format to correctly pull the values into place.

530066875d tests: switch to using uuidgen for unique app names 
/dev/urandom doesn't work on Github Actions. Prior to moving to github actions, lets ensure tests work on CircleCI as well.

38a13ecd39 feat: expose network listeners to nginx templates for all process types 
This change allows users to specify a custom nginx.conf.sigil that can expose non-web process types to the outside world in addition to the web process type.

848373def5 chore: remove all deprecated commands 
This change removes all deprecated commands. In many cases, users have been warned for a number of releases before the commands have been removed. All commands that were removed have existing alternatives.

86795ddacc tests: run mvdan/shfmt on test runs 
While I do not agree with _every_ style change, this will force Dokku to have consistent formatting across all shell scripts, which is arguably a Good Thing™.

The command used to reprocess everything is:

```shell
shfmt -l -bn -ci -i 2 -w .
```
