Move dependabot entries for /tests/apps/ directories from the
"type: dependencies" label to "type: tests" so they appear under
the Tests section in the changelog instead of Dependencies.
Dokku uses a few external images for various bits of functionality, but these must be manually updated every so often due to being referenced in code.
By moving the references to Dockerfiles, we can take advantage of dependabot to issue automatic PRs when they are out of date.
- removals: things being removed in this release
- deprecations: things being deprecated in this release, for later removal
- dependencies: dependency updates (typically by dependabot)
There are quite a few images that won't build on ARM, so getting these up to date on a more regular basis is important for local development on M1 Macs (selfish, I know).
