Add forward slash cleanup of the app name for the git-upload-pack
command. Prevents is_valid_app_name from removing the application folder
on `git fetch`.

supressed trailing spaces

dc90a889d7 [config] add config:set --encoded (base64) 
You can now set b64encoded values. They are
stored decoded, this is so dokku over ssh can set
odd config values
```
config:set --encoded KEY=BASE_64_VALUE
```

still to do:
* Rework disk format to be okay with quotes
* Fix Dockerfile deployments
* Dedup code in the subcommands
* Add --encode
* Add deploytests for the new stuff
* Restore some log messages (should I make some helpers in common?)
* Restore some functions that may be used by 3d-party plugins
