07e7988cdf feat: add sigil templating to CHECKS files 
This enables general templating capabilities, in addition to environment variable access.

Closes #3974.

5fd04001d8 feat: split out test files and execute them manually 
This breaks the old grouping mechanism, but honestly that was a weird way of doing it.
