This fixes issues where developers may specify a binary to run but haven't given that binary executable permissions.

feat: add support for configuring the app shell
...
This allows developers to change the shell from /bin/bash to any other when executing
`dokku enter` or pre/post deployment tasks. Ideally we could detect the shells available,
but that is slow and potentially error prone.

Use the deployed image name when running deploy tasks or running arbitrary commands
...
This ensures the proper image is in use, regardless of the phase in which dokku creates a docker container.
