76a979e139 chore: remove ARM support 
Building/testing for ARM does not happen often - the only runtime environment is Raspberry PI, which supports ARM64 - and complicates support for a ton of features. Aside from that, CI runs are much longer for ARM Dokku images, often reaching 15-20 minutes or just timing out completely.

Rather than support an architecture that doesn't have much usage by maintainers and has a lot of maintenance burden, we're removing the platform.

17e88da2dc fix: install docker-compose-plugin in ci 
This used to be installed as moby-compose in Github Runners but they switched to the docker apt repo and don't install the plugin from the apt repository as it is outdated so we have to do it ourselves.

e09b0eb1b9 feat: timeout docker image builds in CI 
ARM usually takes quite a while to build. If it takes more than ~15 minutes, then it is usually going to fail anyways, so timeout early.

AMD64 takes ~3 minutes, and ARM64 appears to take 15 minutes.

e7652fbae3 tests: split out image building into it's own job to speed up ci 
Previously, we would build the dokku package and install it in the same step. While the package building was relatively quick, because of our multi-architecture support, we would end up spending a large amount of time waiting for arm/arm64 images to build.

This change splits those builds out, allowing unit tests to start much quicker and each platform to be tested in parallel.

fcb25e1842 chore: remove references to ubuntu 18.04 ahead of EOL 
While we will still build for 18.04, we will now stop testing against it. Instead, we will test against 20.04, the next EOL release after 18.04.

Once Ubuntu 18.04 is EOL, any references to it will also be removed.

Note that 18.04 support was already deprecated in Dokku 0.28.0, so this change is just acknowledging that deprecation.

d6c26f8546 fix: timeout build jobs within 45 minutes 
If a build goes on for longer than 30 minutes, it is likely stalled due to a buildx issue. We add a 15 minute buffer in case our build times increase.

135c7d4b2c chore: drop support for Ubuntu 16.04 
As of April 2021, it will no longer be an LTS release, and thus us supporting it will increase maintenance burdens.

Also switch CI to use 18.04, so as to test what we currently support.
