fix: skip app.json buildpacks for image-based deploys
...
When deploying via git:from-image, the source image may contain an
app.json with buildpacks entries that are not relevant. Check for
the source-image property and skip app.json buildpacks when set.

The order of detection is:
- buildpacks:set
- app.json
- .buildpacks
- auto-detected from codebase

fix: reformat existing buildpacks files
...
Previously, the shorthand was not properly supported. While this _should_ be the domain of the gliderlabs/herokuish repository, we do it here as a courtesy to Dokku users.
Additionally, support the heroku-community => heroku mapping.
