b77bd45808 docs: clarify how to specify the contents of an ssh key for dokku 
- The path has to exist on the remote server
- The `~` is interpreted as the dokku user
- You can echo or cat your key instead of specifying a path

a1c768b9b3 refactor: drop web installer in favor of setup via cli 
This makes the installation a bit more secure by ensuring a user does not accidentally expose a way for unauthorized users to add new ssh keys to the system.

Additionally, this removes the extra HOSTNAME file to make the initial install process easier (that file was not modifiable by any dokku commands.

Closes #2247

32e45107f7 add hint on dokku-acl 
The deployment documentation on scoping user access pointed only to the
development documentation for implementing plugins to handle user
scoping.
Added link to the dokku-acl plugin, which already handles user scoping
out of the box.

95eee5369d Add specific documentation around user management. Closes #1978 
- Briefly cover sshcommand internals
- Show several examples for using sshcommand
- Split out docs onto a new page and relink to it where necessary
- Refer to user-auth plugin trigger for scoping commands to specific users.
